In 2023 a Detroit‑area boat owner was sentenced to a year in federal prison for running pay‑to‑ride trips in the Playpen without a license, coaching customers to lie when the Coast Guard arrived(news.wttw.com). Far from harmless “side hustles,” illegal charters put passengers at risk, jeopardize legitimate businesses, and carry five‑figure civil penalties—or prison—for operators. This guide distils current Coast Guard policy and local best practice so you can recognize trouble before you step aboard.
